Essay

The author has provided theoretical generalization and a new solution to the scientific task, which consists in clarifying the essence and revealing specific features of administrative and legal principles of interaction and coordination in the field of law enforcement activity at the regional level, which is the basis for the development of suggestions and recommendations for improving the relevant administrative legislation. The concept of interaction and coordination in the field of law enforcement activity as an object of administrative and legal regulation has been defined. It has been argued that interaction in the field of law enforcement activity is a relationship between the actions of law enforcement activity entities provided by the norms of the current legislation, determined by the purposes, conditions, tasks, as well as the competence of law enforcement agencies, which is aimed at solving specific tasks within the scope of implementing the law enforcement function of the country. In turn, coordination in the context of the presented issue has been offered to be interpreted as an element of the management system, which allows to implement purposeful influence of an entity defined by administrative and legal norms, endowed with certain authorities to establish and specify tasks, as well as to organize the activities of the defined range of state institutions in order to achieve established purposes in the field of law enforcement activity. The essence and specific features of the region as an administrative and legal category have been clarified. The author has summarized that specific features of regions as administrative and legal category are the following: a) they are important institutions of nation-building, where the country’s policy is implemented, which is aimed at improving the welfare of its population and ensuring other life components; b) the element composition of the regions is fully controlled and regulated by the norms of the current legislation; c) regions form the construction basis of various branches of state authorities; d) the regional management system is characterized by duality and multi-levelled character, where local self-government exists along with executive power agencies; e) regions occupy an important place in terms of defending Ukraine and its defense capability. The author has provided characteristics of legal principles of interaction and coordination in the field of law enforcement activity and has established the place of administrative and legal norms among them. The content of the notion of law enforcement agencies as entities of interaction and coordination in the field of law enforcement activity at the regional level has been revealed; specific features of their administrative and legal status have been established. The directions and boundaries of interaction and coordination in the field of law enforcement activity at the regional level have been outlined. The scope and content of administrative and legal forms and methods of interaction and coordination in the field of law enforcement activity at the regional level have been clarified. The author has summarized international experience of organizing interaction and coordination in the field of law enforcement activity at the regional level and has worked out the possibilities of its application in Ukraine. The author has established the areas of improving administrative legislation, which regulates interaction and coordination in the field of law enforcement activity at the regional level. The ways of improving organizational principles of interaction and coordination in the field of law enforcement activity at the regional level have been outlined.
