Essay

The author of the dissertation has provided theoretical generalization and a new solution to the scientific task, which consists in clarifying the essence, content and revealing specific features of administrative and legal provision for training the personnel of law enforcement units to perform official and combat tasks, as well as in outlining the directions for improving the current administrative legislation, whose norms are aimed at regulating social relations in the relevant sphere. It has been established that specific features of training the personnel of law enforcement units to perform official and combat tasks directly depended on the development of the law enforcement system in different historical periods. It has been noted that the development of the system of training personnel of law enforcement units, in particular regarding the performance of official and combat tasks, is not complete to date. It is due to the fact that: first of all, the challenges in the field of ensuring national security are constantly changing, which necessitates a change in the approach to the training of law enforcement personnel; secondly, new state law enforcement institutions are being created. They require the training of professional personnel; thirdly, the war against the Russian Federation revealed weaknesses in the system of training the personnel of law enforcement units to perform official and combat tasks. It has been clarified that the key purpose of training the personnel of law enforcement units to perform official and combat tasks is the formation of the indicated units with such personnel who will be able to qualitatively, efficiently and effectively perform the duties assigned to them. In turn, the tasks of such training are suggested to be divided into three large groups: 1) general tasks: acquisition by the personnel of the necessary level of professional skills, knowledge and abilities; ensuring the readiness of the employees to effectively perform official and combat tasks assigned to them; the formation of high moral qualities and values for managers and personnel, which will contribute to a more responsible attitude towards solving the assigned tasks; 2) organizational tasks: formation and implementation of a single state staffing policy in the relevant field; creation of a single database of scientific and methodical materials; ensuring a uniform high-level professional training of the employees of various departments; ensuring the realization of legal rights, freedoms and interests of the personnel of law enforcement units; 3) functional tasks: ensuring proper performance of tasks by law enforcement units in the field of internal security of Ukraine; creation of conditions for effective interaction between the relevant units; observance of official discipline both by the heads of the relevant units and by their staff; creation of conditions for proper observance of the rule of law in the country. It has been stated that the system of legal principles for training the personnel of law enforcement units to perform official and combat tasks consists of a large number of regulatory legal acts of different legal force, where each of them is aimed at regulating various aspects of the training of employees for the respective units. The following key features of the tactical training of the personnel of law enforcement units to perform official and combat tasks have been highlighted: the extensiveness of the system of regulatory legal acts, whose norms are aimed at regulating the training of the personnel of law enforcement units; availability of a special set of scientific and practical tools for training the employees; the dynamism of the sphere of ensuring internal security, as well as the active development of crime, both domestic and international; the existence of a special procedure for tactical training of the personnel of the relevant units; focus on interaction (scientific and informational) with other agencies and divisions implementing their activities in the relevant direction.
