Osos P. Strategy for managing the economic development of the pharmaceutical industry of Ukraine

The dissertation is devoted to theoretical – methodological and practical aspects of the strategy for managing the economic development of the pharmaceutical industry of Ukraine. Theoretically substantiated and proposed approaches to the management of the pharmaceutical industry of Ukraine as a strategic branch of the national economy. The study identifies the need to improve the concept of “neoclassical synthesis” in connection with the emergence of new challenges that have a negative impact on the functioning of the national economy. The author's definition of "Individuality of the national economy" is proposed, in particular, the main factors that form such individuality have been established. It was established that the share of domestic pharmaceutical products in the domestic market of Ukraine in quantitative terms during the period 2014 – 2021 is significantly higher compared to pharmaceutical products of foreign origin, and significantly lower in value terms. The strategic importance of the market of therapeutic agents for the development of the pharmaceutical industry of Ukraine is properly substantiated. The category "therapeutic agents" as the main product of the domestic pharmaceutical market is determined. The importance of effective functioning of the coordination system between any components of the pharmaceutical industry for its economic development has been proven. The importance of effective functioning of the supply chain management system for the economic development of the pharmaceutical industry of Ukraine has been established. The need for clustering of the domestic pharmaceutical industry by creating specialized industrial parks on the territory of Ukraine is substantiated. The need to continue the process of harmonization of domestic legislation with the legislation of the European Union for the development of the pharmaceutical market has been proved. The importance of weakening fiscal policy during periods of spread of dangerous diseases for the economic development of the domestic pharmaceutical industry has been established. The importance of implementing investment projects for the domestic pharmaceutical industry within the framework of the public-private partnership format is substantiated. The need to create specialized structural units responsible for the effectiveness of communication between stakeholders of investment projects within the framework of the public-private partnership format for the pharmaceutical industry of Ukraine has been determined.
