Makovskyi D. Social guarantees of personnel of the State Service of Special Communications and Information Protection of Ukraine.

The dissertation is dedicated to the implementation of the general characteristics, as well as to the study of individual types of social guarantees of the personnel of the State Service of Special Communication and Information Protection of Ukraine and to the further search for ways to improve the legal regulation of the specified sphere. In the process of revealing the peculiarities of the scientific and theoretical understanding and regulatory and legal regulation of social guarantees of the personnel of the State Service of Special Communication and Information Protection of Ukraine, as well as the application of legislation in the specified field in practice, the emphasis was placed precisely on the critical and analytical presentation of the material, which allowed to reveal a significant number of problems both at the scientific and doctrinal level, and in the field of legal regulation of social guarantees for the personnel of the State Service for Special Communications and Information Protection of Ukraine. An important place in the work is the highlighting of shortcomings and the formation of a systematic approach to the analysis of all existing problems of social guarantees of the personnel of the State Service of Special Communications and Information Protection of Ukraine. As well as a study of foreign experience of legal regulation of social guarantees in a similar field. The categorical and conceptual apparatus related to the investigated issues was revealed and improved: "monetary support of the personnel of the State Service of Special Communications and Information Protection of Ukraine", "social guarantees of the personnel of the State Service of Special Communications and Information Protection of Ukraine", "medical support of the personnel of the State Service of Special Communications and Information Protection of Ukraine", "additional social guarantees of personnel of the State Service of Special Communications and Information Protection of Ukraine", etc. The basis of the work is the systematization of all social guarantees of the personnel of the State Service of Special Communications and Information Protection of Ukraine, their scientific and theoretical understanding and provision of special definitions, as well as the formation of author's directions for improving the legal regulation of the above social guarantees. Among the main measures to improve the social guarantees of the personnel of the State Service of Special Communication and Information Protection of Ukraine, the following are defined, in particular: 1) to ensure the formation of a complete social security legal status of a public servant; 2) transparency, openness and availability of information about the essence and content of social guarantees of personnel; 3) reforming the size and structure of monetary support; 4) improvement of the content and procedure of material, food and material support; 5) improvement of medical and sanatorium-resort facilities; 6) revision of approaches to housing provision; 7) modernization of pension provision; 8) legislative consolidation and regulation of the provision of additional social guarantees. In the above areas, measures are proposed to amend the current legislation, as well as to adopt new legal acts, in particular, the Concept of providing housing for personnel, the introduction of additional social guarantees: state assistance in the employment of family members of personnel, assistance to the children of military personnel who died in the line of duty.
