Zakharzhevska A.A. Development of risk management of telecommunications enterprises - on the rights of the manuscript.

The dissertation is devoted to deepening the theoretical and methodological foundations and substantiation of scientific and organisational recommendations for the development of risk management of telecommunications enterprises in the new economic realities.
The work reveals the essential characteristic of risk management of a telecommunications enterprise and clarifies the scientific provisions for the formation of a unique trajectory of risk management development, the peculiarities of the mechanism of development of risk management in telecommunications enterprises are determined and the concept of its construction is proposed, methodological approaches to diagnosing the development of risk management of telecommunications enterprises are improved, in particular, the organisational outline and relevance of its implementation are substantiated using key macro-, meso- and micro-factors that influence the development of risk management on the basis of a 4-element system of indexes and calculations of taxonomic indicators and criterion assessment of the level of development with the corresponding evaluation indices, which makes it possible to outline the dynamics of changes in the researched sets of indicators, build a hierarchical multimodular risk map and determine the effectiveness of risk management development in a telecommunications enterprise.
The directions of activation of development of risk management of telecommunications enterprises are substantiated, in particular, the system of principles of intensification of development of risk management is specified taking into account the specifics of telecommunications enterprises, which includes general management, general risk management principles and principles specific to telecommunications companies, which made it possible to build a triangle of directions for activating the development of risk management of telecommunications enterprises, which are interconnected among themselves and cover the stages of the risk management process.
The scientific approaches to the formation of anticipation risk management in telecommunications enterprises are improved, based on weak and latent signals of potential deformations in the internal and fluctuations of the external environment and covering all business processes and business combinations of the enterprise to identify threats, risks and resource capabilities at any time period and take into account alternative scenarios of risk processes to ensure maximum readiness of the enterprise for each of the scenarios. A scientific approach to the modernisation of the mechanism for the development of risk management in telecommunications enterprises based on the combination and hierarchical structuring of the control and permissive compliance function is proposed and the implementation of proactive management methods based on anticipation and its integration into the overall management of the telecommunications enterprise, taking into account the organisational structure, behavior, culture and business context, which is a dynamic and iterative process, which will contribute to the development of a complex of strategic decisions and alternative scenarios, focused on ensuring the spectral flexibility of the risk protection of telecommunications companies by anticipating and mitigating various risk phenomena and building reliable information and communication chains. A scientific and organisational approach to the formation of a pool of strategic guidelines for the development of risk management in telecommunications enterprises is improved, based on: harmonisation of the combination of profit and value of risk; maximum positive effects; optimal volatility and probability of a positive outcome, which allowed us to develop a quadrivector model of risk management development at telecommunications enterprises and a model of the strategic intentions-risk relationship based on the principles of restoration: 3В „Build Back Better” and 3Р „Priority of Private Providers”.
