Essay

In the dissertation, a comprehensive and systematic study of the public administration of the environment in the conditions of a special period was carried out. It has been proven that the public administration of the natural environment in the conditions of a special period is the activity of a public administration endowed with powerful powers, within the limits of competence established by regulatory and legal acts, aimed at the protection and protection of the system of natural components of Ukraine that naturally exist in this territory and undergo threats and injuries during military operations and war. The mechanism of public administration of the surrounding natural environment in the conditions of a special period is a system of interdependent special means that ensure public administration by the public administration of natural components of Ukraine that naturally exist on this territory and are subject to threats and damage during military operations and war. The expediency of disbanding the Department of Nature Reserve Fund and Biodiversity and the creation of the Department of Nature Reserve Fund and the Department of Biodiversity is argued, as the management system of biodiversity conservation in Ukraine has a complex, branched and multi-level structure. The necessity of approving the Strategic State Program for countering the ecocide of the Russian occupiers of the natural environment of Ukraine has been proven. This program should introduce a system for recording all violations in the field of environmental protection, which will allow recording the real volume of damage caused and taking the most effective measures to avoid further deterioration of the situation and restore ecosystems to a safe state for both humans and wildlife.
