Yatsenko F. Administrative and legal principles of supervision (control) over the quality of educational services provided by higher education institutions with specific learning conditions

The thesis is devoted to determining the essence and peculiarities of the administrative and legal framework for supervision (control) over the quality of educational services provided by higher education institutions with specific learning conditions, and to developing proposals and recommendations aimed at improving the provisions of administrative legislation governing the relevant legal relations. The methodological principles of supervision (control) over the quality of educational services provided by higher education institutions with specific learning conditions has been determined. It has been clarified the essence and content of the educational activities of higher education institutions with specific learning conditions as an object of supervision (control). The concept and features of supervision (control) over the quality of educational services provided by higher education institutions with specific learning conditions have been defined. The types of supervision (control) over the quality of educational services provided by higher education institutions with specific learning conditions have been identified. The author has described the legal framework for supervision (control) over the quality of educational services provided by higher education institutions with specific learning conditions and established the place of administrative and legal provisions among them. The author has characterised the administrative and legal mechanism of organisation and implementation of supervision (control) over the quality of educational services provided by higher education institutions with specific learning conditions. The subject matter and limits of supervision (control) over the quality of educational services provided by higher education institutions with specific learning conditions have been revealed. It has been established a system of subjects of supervision (control) over the quality of educational services provided by higher education institutions with specific learning conditions and a description of their administrative powers. It has been determined the directions of improvement of supervision (control) over the quality of educational services provided by higher education institutions with specific learning conditions. The foreign experience of supervision (control) over the quality of educational services provided by higher education institutions with specific learning conditions is summarised and the possibilities of its use in Ukraine have been considered. The author has identified perspective directions for improving the administrative legislation regulating the supervision (control) over the quality of educational services provided by higher education institutions with specific learning conditions.
