Sharonova N. Administrative services provided to foreigners by units of the State Migration Service of Ukraine

Within the scope of the dissertation research, a scientific generalization of theoretical approaches and practical problems related to the administrative-legal provision of administrative services to foreigners by units of the State Migration Service was carried out, a number of proposals for amendments and additions to the current legislation were developed, aimed at improving the administrative-legal basis of providing such services. In order to fulfill the tasks of the research, the concept was clarified, the content and types of administrative services provided by the units of the State Migration Service were revealed; the regulatory and legal principles, organizational and information support for the provision of administrative services to foreigners by units of the State Migration Service are determined; European standards for providing administrative services to foreigners are highlighted and directions for their implementation in Ukraine are proposed; the content of the provision of administrative services regarding the registration of foreigners on the territory of Ukraine is revealed; the specifics of the procedure for granting temporary residence permits to foreigners on the territory of Ukraine are determined; the specifics of the procedure for providing administrative services regarding obtaining immigration documents by a foreigner have been clarified; systematized the criteria for assessing the quality of the provision of administrative services to foreigners by units of the State Migration Service and determining responsibility for their non-compliance; the peculiarities of pre-trial and judicial appeals against the actions, decisions or inaction of subjects of authority regarding the provision of administrative services to foreigners are highlighted.
