Horin A. Mechanisms of state regulation of physical culture and sports activities in Ukraine

Object of research: state regulation in the field of physical culture and sports. Purpose: determination of scientific and theoretical foundations for the formation of mechanisms of state regulation of physical culture and sports activities and development of practical recommendations for improving these mechanisms in Ukraine. Methods: analysis, synthesis and logical abstraction, theorizing and historical formalization, comparative analysis and description, induction and deduction, modeling and logical generalization. Results: an important scientific task was solved, which consists in determining the scientific and theoretical foundations for the formation of mechanisms of state regulation of physical culture and sports activities and the development of practical recommendations for improving these mechanisms in Ukraine. Novelty: directions for the development of the organizational mechanism of state regulation of physical culture and sports activities were proposed for the first time in Ukraine using a systemic approach; improved: scientific approaches to the formation of the legal mechanism of state regulation in the field of physical culture and sports activities at the regional level; determination of the state of functioning of the organizational mechanism of state regulation of physical culture and sports activities in Ukraine as unsatisfactory, taking into account the identified problems of the transformation of the state regulation system, for the solution of which the purpose, tasks, subjects, spheres and methods of its reform have been specified, as well as the specifics of ensuring the development of youth sports; received further development: a meaningful description of the mechanisms of state regulation of physical culture and sports activities, with an emphasis on the determining role among them of legal and organizational mechanisms, with the help of which the subjects of state administration ensure the proper functioning of the object of state influence; systematization of foreign positive practices of state regulation of physical culture and sports activities; the genesis of the legal mechanism of state regulation of physical culture and sports activities in Ukraine through the prism of grouped state policy measures.
