The dissertation is devoted to the fnflysis of the formation and evolution in 1986-1991 of ideas of what kind state there should be. Discourses of four elite groups determining the character of the idea of Ukrainian state on different stagws during this period have been studied. These groups' using the idea of the state as a mean to influence masses, to strengthen their own role in the society, has been analyzed.
