The thesis is devoted to the initial stage of relations between soviet Russia and Ukrainian Peoples Republic. The issue and main reasons of the conflict between soviet and Ukrainian authorities are definite, the political conflict between Central Rada and Sovnarcom in october – december 1917 and armed struggle from the middle of december 1917 till march 1918 is considered. The thesis deals with analysis of foreign policy both states with respect to each other, the role of the Central Committee of Bolshevick Party and Sovnarcom in establishing the soviet power in Ukraine.
