This thesis is dedicated to research into the struggle conducted by the Ukrainian people for restoration of independent national statehood in the early 1920's, as well as into the totality of international factors influencing the development and outcome of the Ukrainian liberation movement. It provides an analysis of the conceptual bases and contents of the policies exercised by leading Western powers and Central and Eastern European states toward the "Ukrainian issue". The author offers a comparative analysis of the concepts and doctrines of the struggle for liberation conducted by major political-ideological factions of Ukrainian emigration, and a generalization of the experience of propagandist-information and diplomatic activities by the government of the Ukrainian People's Republic and that of the Western Ukrainian People's republic in exile. The research covers the causes, character and peculiarities of the resistance movement inside Ukraine itself, defines positions of governmental and public ci rcles of the West toward the Ukrainian liberation movement.
