Starodubtsev A. Organization-law problems of the activities of the personnel inspection concerning the violations of law and discipline in law-enforcement bodies

The dissertation deals with the theoretical and practical problems of the activities of the personnel inspection concerning the enforcement bodies. Essence, the importance and contents of legality and discipline in law enforcement bodies, their current state and factors which are effected on them and also means of providing legality and discipline in these organs are determined. In this dissertation the main attention is devoted to the characteristics of the principles of personnel inspection activities, their junctions and power and also service investigating activities. Propositions were made to improve the legal status of the inspections besides on the necessity of giving them the right to interrogate and the right to unite with the internal security and creation of the internal investigation service on its basis.
