Об'єкт дослідження - to study and analyse the problem of material responsibility privates and high rank officers of internal affairs in scientific and practical aspects. Мета дослідження - complex theoretical sensible study the questions of administrative - legal regulation of material responsibility privates and high rank officers of internal affairs for the damages to the state and to give new conerete suggestions about the future improving the regulation of the problem as well as recomendations on legal use of acting statutes. Методи дослідження - dialectical, on the dasis of which the phenomena of reality is studying in correlation including the history of the development; concrete scientific methods of coghition; comparative (especially in accordonce with the statutes of administrative legislation and statutes of "the union" regulations of material responsibility of military personnel, acting in some independent countries - ex - USSR republics, including Russia), systejmatic, logistic; analysed the system and court practice of material responsibility in internal affairs departments. Теоретичнi результати та новизна - theoretical regulations and conclusions, new edition of Regulations of material responsibility privates and high rank officers of internal affairs for the damages to the state can be a foundation in creating the modern effective state management system according to the Conception of the administrative reform in Ukraine. Практичні результати і новизна: to get a deeper knowledge of legal regulation of material responsibility privates and high rank officers of intermal affairs and can de used as a scientific foundation in studging the problams; to master the legislation on serving in the intermal departments in the period of reforms as well as in the adminisrattive legislation; application to training courses; can de used in preparation of teaching and methodical literature. Some conclusions of the thesis can de used in lectures, scientific research work of students in institutions and ref reshing courses of the ministry of Internal affairs of Ukraine, promotion legal knowledge for citizens.
