The thesis is devoted to the two actual problems. These problems are following: the fracture destruction mechanics of the bodies. The new approach to the researching of the three-dimensional dynamic problems of the elastic stress concentration near the defect, that are situated on the cylindrical surfaces, basing on the near discontinuous solution using, is worked out in the thesis. The discontinuous solution of the three-dimensional dynamic problems of the elasticity for the areal with cylindrical cracks is constructed. It permitted to reduce the problems of the elastic stress concentration near the cylindrica defects to the integro-differential equations
