Kashenko O. The Finance of Natural Resources Use

The object of research: finance as a set of measures, ways of the problem situation solution in the financial backup of society's ecological development. The research goal: grounding and development of theoretical and methodological theses concerning the problem of the financial relations system formation in natural resources use, particularly in the land use in the agrarian sphere of the multistructural market economy. Methods: of system analysis and modeling, factographical, statistical, of experts, analytical, euristical, logical, econometrical and that of balance. The theoretical and practical results enrich the economic science by theoretical and methodic theses; they are the scientific basis of financial, budget and agrarian policy legislation development, enable to form a elastic mechanism of financial backup of the society's sustained development. The scientific innovation of the research is in determining the finance as a fundamental system, finance theory development in the nature use, propos ition for financing mechanism improvement regarding environmental investments, methodology and methods of financial planning considering the environmental constituent, development of the financial infrastructure model of the environmentally oriented land market. The implementation degree: the research results were used in development of state acts of the Cabinet of Ministry of Ukraine, the Agricultural Ministry, during organizational and economical activities of the state structures, in the study process and for preparing the qualified scientific specialists The efficiency: the thesis would be an incentive for the solution of the natural use financial problem on the basis of environmentally limited private property right on land and implementation of financial instruments upon the natural resources users.
