Based on the declassified materials of the former KGB at the Council of Ministers of Ukraine and Politbureau of the Central Commitee of the CPU for the first time in the Ukrainian historiography a fundamental research has been done of the role of the mass terror as an element of the state government policy in the USSR, 1917-1941: the creation of an information governed system and its use, a global crush of nobility, military officers, clergy, the representatives of the so called pettybourgeoises parties, Ukrainian civil servants of the period of the War for liberation (1917-1920), the differential approache to different groups of peasantry, repressions which were caused by needs of planned economy, Stalinist upheavel, a purge of NKVD, the terror's infuence on the genofound of the populace.
