In the work it is shown, that the 3rd Century AD was a difficult period of the Roman empire's history. However the situation in the empire was not equally difficult during all this period. In first third of century the system of state bodies of Romans functioned in whole normally. But from the beginning of 230th socio-political situation in the empire becomes complex. The aggravation of the situation was connected with the changes in social psychology of the soldiers of the Roman army, and alsowith the formation of several large grouping in Roman armed forces. The Roman senate played the certain rile in political life of the empire in 3rd Century AD, but this role should not be exaggerated. The result of its overcoming was the formation of new system of the state bodies of the empire - a system of Dominate.
