Essay

The thesis develops methodological approaches to the creation of a unified national system for the navigational-hydrographic provision of a seafaring. It also develops a methodology for using the results of the comprehensive oceanographic research aimed to support the seafaring in the transport corridors of the Azov-Black Sea Basin and the World Ocean in general with navigational-hydrographic means. For the first time oceanological factors were classified so that the most dangerous factors were studied and analyzed for each definite geographical area. The main provisions of the Ukrainian maritime policy concept have been formed. These include the development of a National program for the research and use of the Azov-Black Sea Basin resources and other areas of the World Ocean as a scientific and organizational basis for the state strategy in the field of maritime economy activity and use of the maritime resources of Ukraine.
