3. Dissertation is devoted to systematic aspects of region's development strategy forming and realization on the pattern of region's transport complex. Dissertation presents generalization and systematization of staff Management Structure and defines reasons to forming economical development strategies. Systematic group for development of region's transport complex, transport complex infrastructure conception and general approaches to infrastructure pattering are determined in this work alongside with the elaboration of transport model complex for material production sphere. The dissertation defines performance indicators of transport complex operation.
