The dissertation is devoted to the problems of the theory and administrative-legal basis of the administrative-legal methods of the protection of right and freedoms of the man and the citizen. Categorical apparatus of the questions conditioned by the theme of the dissertation is worked out. Legal nature and contents of the Constitutional rights and freedoms of the man and the citizen are researched. Administrative-legal status of the rights and freedoms of the man and the citizen are examined. Legislation which is the basis of the legal regulation of the realization of the Constitutional right of the citizens to appeal, judicial control and supervision, that concerns the organization of the activity of the administrative justice, and supervision activity of the public prosecutor and rep-resentative function of the public prosecutor in the administrative-legal proceedings are analyzed. The analysis of the Constitutional-legal and administrative-legal guarantees of the rights and freedoms of the citizensare carried out.
