Essay

Incomes of the budget of Ukraine, the practice of their forming and using in the context of the constitutional engagements development. Research of the basis and practice of forming the incomes of the budget, determination of the role and directions of their restructurization. Dialectical method of the scientific cognition, systemic approach, historical analysis and other methods. It was established the dialectical dependence and the elements of financial stability - "constitutional engagements - incomes - social goods - expenses". It was propounded: new approaches in determination of the essence and purpose of the budget incomes; directions and instruments of constructing the common mechanism of mobilization of taxes and fulfillment of the budget incomes; integral system of forming the budget incomes; to adopt a complex program concerning the state strategy in the sphere of incomes, measures as for working out the concept of the parliamentary control over forming and using of the budget funds. The results of the research have been used in working out the budget and tax legislation as well as other normative and law acts. Legislative and executive authorities, educational process.
