The dissertation is devoted to the problems of developing the theoretical bases and realization fundamentals of information technologies adaptive - criteria development for visual information processing with the aim of increasing information technologies effectiveness and unification, validity and reliability of making decisions, increasing the automation level of visual information processing at automated control systems for various applied application. On the base of proposed functional information model the system of quality and effectiveness indexes is developed. The series of models of visual information representation and processing on the base of the information approach being developed, on that base the principle of hyperbolic wavelet transform (HWT) is designed; the set of outlines selection methods and binarizations with controlled detailing in HWT space is developed, as were as and the hierarchical structural - statistical method of identification. The iterative method of extremum searchingwith HWT using and methods of character fragment searching on its base, the selection of character points and neural nets tuning are developed
