Nechai A. Legal Problems of Regulations in the Sphere of Public Expenditures in a State.

TThe dissertation consists of complex theoretical and practical legal analysis of problems of regulation in the sphere of public expenditures in a state. Legal nature of these expenditures is defined; their main characteristics are analyzed. The dissertation provides the criteria of public characteristics in social relations based on which the public expenditures and public finance may be separated from the private expenditures and finance. The legal terms of "public expenditures", "public finance" and "public funds" are defined and the reasons for introduction of such terms in the field of finance legislation are explained. The three types of public expenditures (state public expenditures, local government public expenditures and public expenditures in the social sphere) and their system are analyzed, defined and their classification is discussed.
