There were also substantiated the main trends of the policy as for the traditional communications - ground and water ways which were used by the Austrian governors when they were producing them. Legislative and legal reasons are mentioned, according to which the regulation of the relations on the treasure and local ways and rivers were done. The change of the priorities of the government policy as for the railway question of Galicia and Bukovyna during the 40-60s of the XIX century was analyzed. The practical actions in the building of the railways from Vienna through Krakow, Lvov and Chernivtsi to the borders of the Russian Empire and Danube princedom were elucidated.
