The physical approaches on usage of dynamic gas discharge systems for generation of time-independent nonequilibrium plasma, in particular, recombination nonequilibrium strongly ionised plasma for plasma lasers, plasma with a "two-temperature" function of electrons distribution on energy in high-current gas discharges for sources of negative ions, nonisothermal plasma in plasma-solution systems for plasmachemistry (water purification, water sterilisation, destruction of toxic agents) are investigated in the dissertation. The original materials are published in 24 scientific papers and 55 in proceedings of international conferences. Plasma jets of caesium (with concentration of charges Ne from 1010 up to 5 1013 cm - 3 and temperatures of electrons Te = 0.1 - 0.5 eV and ions Ti = 0.05 - 0.4 eV) and plasma jets of copper (Ne = 1010 - 5 *1011 cm - 3, Te ~ 0.1 eV) in indifferent gas (He, Ne, D2, N2, in pressure range P = 10-4 - 1 torr), deuterium plasma (Ne = 1010 -2.5 *1011 cm s - 3, Te < 1 eV, P = 7 *10-2- 0.5 torr) of secondary discharges supported by a plasma stream, the arc in a crossflow of gas (air, water vapour, intermixture of air and aerosol of water solution, P = 1 atm), plasma-solution systems on the basis of a secondary discharges supported by plasma streams (P = 10-3 - 1 atm) were by objects of investigation.
