Shaporenko O. Mechanisms of the administrative management of land resources ( for exemplification degraded and unproductive lands)

Object of research - process of development of state management of land resources. The purpose of research - substantiation of theoretical and methodological bases and development of the practical recommendations on formation and increase of productivity of mechanisms of state management of land resources, in particular by degraded and unproductive lands directed on achievement of conditions ecologically of constant development of land tenure. Methods of research - system analysis, abstract-logic, analysis and synthesis, monographic study of separate socio economic situations, economic and statistical. The practical significance of the received results is, that in aggregate they create a theoretical, methodological and methodical basis for practical perfection (reorganization) of system of state management of land resources in country, that acquires in connection with land reform the important significance. The scientific novelty of the received results is, that classification of state mechanisms of management of system of the land relations with allocation of their levels for the first time is justified depending on public significance; the laws of influence of water and wind erosion on a condition of land resources are established and is offered regression model of the multifactor analysis of water erosion of lands; the basic rules on fulfillment of works on revealing degraded and polluted lands are offered; it is developed the interdisciplinary approach to the decision of problems of management by degraded lands. The basic state mechanisms of creation of new system of state management of land resources; a technique of account of the loss from degradation of lands; a technique of account of the loss from pollution of lands; the basic rules of the concept modern organization of land exploitation; the extended classification of degradation processes on the basis of parameters, that characterize them are advanced. There have received the further development methods of the account of socio economic consequences of development of degradation processes of land resources; theoretical and methodological bases of state management of land resources; determination of a role and place of the state in maintenance of rational use and protection of land resources; methods of the account of influence of economic activity on process of pollution of lands; substantiation of principles of state regulation of the land relations.
