Chernysh E. Theoretical-and-methodological bases of forming new mechanisms of the state regulation in the sphere of socially significant services

Object of research - process of state regulation by granting of social services in transformation economy of Ukraine. The purpose of research - scientific - theoretical substantiations of a complex of methods and receptions for formation of mechanisms of state regulation in sphere of socially significant services, which base on informatization of society. Methods of research - logic generalization, statistical and economic analysis, analysis and synthesis, graphic, comparison, grouping, extrapolation. The practical significance of the received results is, that theoretical rules and the methodological approaches on formation of new mechanisms of state regulation in sphere of socially significant services have found introductions at all levels of management. The scientific novelty of the received results is, that for the first time theoretical bases of new model of educational policy in Ukraine are offered; the methodology of management of the social information in the contents and organization of higheducation in Ukraine is justified; the concept of methodological perfection of state management by socially significant services on the basis of its informatization is offered. The methodological approaches under the substantiation of productive character of work in sphere of services; measures on creation of adequate conditions for formation of the modern information market in Ukraine are advanced. The further development have received the contents of concept "social service"; the substantiation of state aspect of qualitative and quantitative attributes of the goods - service, clarification of its specific properties; stricturisation of process of granting of socially significant services; strategy of investment activity of sphere of socially significant services; making qualities of education and their role in formation of mechanisms of state regulation of educational services; strategy of development of system of public health services basing on attraction of all public groups, interested in transformations, on the basis of public consensus model.
