The conclusion is made, the crisis of patriarchal community structure and synoikismos of Theseus, initial legislative reform of Dracon and Solon, Peisistratus' tyranny and Cleisthenes' reforms are the key stages of this process. A corollary of full development of these processes became shaping the polis as civil community, community-state, with the inherent to it aristocratical, oligarchical, democratical and even autocratical tendencies, represented in the Athenian variant by a tyrannical regime. The choice between them for the benefit of democratic legalization of the polis will be made in an outcome of the intense struggle, which pathos determines the main contents of the internal political development during intermediate period, from Cleisthenes' reforms up to Ephialtes and Perikles.
