Dissertation is devoted to research administrative procedure in the system of law. Genesis of development legal procedure, his system and structure, is considered. The place administrative procedure defines among procedural kinds. Learning essence of administrative procedure, his social role, the variety of connections in the sphere of activity of public administration enables to consider him as the independent field of law with an unique object, method and independent structure. Structure of administrative procedure and its possibilities is pointed. Infer the concept of administrative realization and stage of realization. In theory proved, that administrative realization can be united for a presence or absence in them conflict about a right in two groups: conflict and no conflict. Formulated concept realization; registration realization; control realization; selection key determinants of conflicts production, as independent group of administrative procedure.
