Dziundziuk V. Methodological principles of tstimation and increasing of activity performance of authority bodies as public organisations

Object of research - process of transition to activity of government bodies in Ukraine as highly effective public organizations. The purpose of research - substantiation of theoretical and methodological bases and development of mechanisms of consecutive transition to functioning government bodies in Ukraine as highly effective public organizations. Methods of research - system and complex approaches, analysis, synthesis, modeling, structurally functional analysis, abstraction, generalization, analogy. The practical significance of the received results consists in expansion and deepening of existing submissions about efficiency of activity of government bodies as public organizations and in application of methods of its increase. The scientific novelty of the received results consists that in the given research the development of methodological bases of transformation of government bodies on highly effective is carried out. For the first time mechanism of transformation of government bodies on highly effective public organizations is processed; the methodical approach to an estimation of efficiency of activity of public organizations is developed; the characteristics of highly effective organizations are generalized and are systematized. Model of efficiency of activity of public organizations; model of realization of large scale organizational changes; the functional approach to creation of system of measurement of organizational efficiency; the diagnostic circuit of change of efficiency of organizational activity; the mechanism of development and the introductions of strategy of activity for public organizations are advanced. Revealing of features, which should be inherent in new model of state management; determination of features of public organizations as subjects of management and specify of application of strategic management; finding - out of the factors of efficiency of activity of local bodies of a state executive authority and local governments in Ukraine; application of integral-qualitative management, reengineering and marketing have received the further development.
