Bytyak Y. Public service in Ukraine: problems of formation, development and functioning

The dissertation is devoted to the problems of legal regulation of public service relations and relations in the field of conduction service activity in the system of local governing in Ukraine. The author defines constitutional-legal grounds of public service and service in the local governing bodies, social role, functions, principles and tasks of state (public) service. Major attention is paid to improvement of system and structure of bodies of executive power, significance of their activity for formation of statehood in Ukraine. The characteristics of the post is given, the categories of posts is studied, together with problem issues concerning government employees, their types, legal status, the ways of peopleware of state bodies, increase of culture and ethics of government employees, their qualification, legal responsibility are analyzed. The author develops modern public service theory, defines and studies main trends of its development, increase of effectiveness, evaluation of service activityand control in this field. The main conceptual trends of reformation of system and contents of legislation on public service and service in local governing are formed.
