The doctoral dissertation studies the press materials as the resource describing the national liberation movement and government formation process in Ukraine from 1917 through 1920 in Ukraine. The dissertation employs periodicals archives and publications to critically compare and analyze the forms, methods and techniques reflecting the idea of national and democratic changes in different periods. The work researches the general tendencies in newspapers formation and development. The structure of the central and regional press has been clarified. The press is an information potential to define the mission of the Central Rada, Hetman and Directory, their home and foreign policy in the formation of Ukraine's state power.
