Essay

Object of research: is social relations that form level of rural population life, its consumption of personal and social welfare, its relation with social and economical development of a country, employment, pricing, agriculture development and other indicators. The purpose of research: is grounding of scientific and methodological bases and conceptual approaches as to solution of the problem of increase of the level of rural population life, increase of agriculture effectiveness as well as development of recommendations as to improvement of social and economical mechanism of support of rural population welfare. Methods: system method of scientific perception, comparison and generalization, logical and historical, analysis and synthesis, economic and statistic, sociological. Theoretical and practical results: theoretical and methodological basis is formed by fundamentals of economic theory and systematic and dialectic approach as to study of economic processes and phenomena, which have been established in social and production spheres of a village; scientific works, legal and other normative acts of Ukraine concerning formation of level of rural population life. Practical importance of the received results is in fact that their use makes it possible to improve the level of rural population life, find out changes in the incomes and expenditures of rural population, estimate their dependence on agriculture development and improve social and economical mechanism of their formation. Scientific novelty: for the first time new conceptual approach as to monitoring and planning of social and economic development of rural settlements and level of rural population life has been developed; complex estimation of the amount of incomes of rural population received from labor migration abroad is made; new methodological approaches as to estimation of price availability of food products are worked out; category of “vitality of rural settlement” is grounded and its constituents are defined; statement of the existence of critical amount of money income per one rural inhabitant is grounded; theoretical and methodological peculiarities of investigation of interrelations between social and economical development of rural settlement of mountainous and pre mountainous area of Carpathians are improved; conceptual approaches to estimation of complex development of rural areas are developed; existing scientific thoughts as to the essence of and functional purpose of private farms under conditions of transitional economy are specified; existing statements as to formation of total and money incomes of rural population and their expenditures have been further developed. Level of introduction: results of the research are accepted for the introduction by Ministry of Agrarian Policy of Ukraine, main department of agro industrial development of Lviv regional state ad-ministration, Radekhiv and Zhovkva district state administrations of Lviv region, Snyatyn district state administration of Ivano-Frankivsk region, and have been used in formation of state program of social and economical development and reorganization of agricultural enterprises of Carpathian region Effectiveness: results of the research ground conception of social and economic development of the area of Carpathian region increase of level of rural population life by means of improvement of social and economic mechanism of its formation. Sphere, field of use: Ministry of Agrarian Policy of Ukraine, main departments of agro industrial development of regional and district state administrations, agricultural enterprises, as well as educational process of agrarian educational establishment.
