Essay

A research object is a process of receipt and processing of images in the systems of registration and presentation of visual information. The purpose of work is reduction of time of estimation of situation at the analysis of visual information by development of scientifically methodical bases of creation of information technology, models and methods of purposeful search of objects and processing of images. The basic methods of research is a theory of the difficult systems, methods of theory of processing and transmission of images, methods of theory of probability, theory of transformation code and matrix algebra. The scientific value of results consists in formation of new scientific direction which is related to development of models and methods of processing of images. Scientifically methodical bases of creation of information technology of purposeful search of objects and processing of images are first got as an aggregate of models and methods and complex of analytical models and methods of localization, segmentation of areas of littlesize objects and compression. The practical value of the received results consists in development of algorithms of processing of images which implement the method of clench on the basis of discrete transformation Khartli, and provide the clench of static images from 2 to 36 times, allow to shorten the amount of calculable operations of multiplying/division by 70 %, and operations of addition/deduction - on 60 %. Introduction is branch – based. Subsequent use of the received results in facilities of the air monitoring and in the subsystems of processing and transmission of digital images in to ACS.
