Object of research - state management in system of social partnership (SSP). The purpose of research - substantiation of theoretical and methodological bases of development and functioning of mechanisms of state management in a SSP at different levels and in different spheres of public life. Methods of research - analysis and synthesis, comparison, detailed elaboration, analogy, generalizations, logic, rather - historical, statistical and economic analysis, sociological and structurally functional, expert estimations, content-analysis. The practical importance of the received results is, that theoretical results and the methodological approaches concerning mechanisms of state management in a SSP have found reflection at all levels of management. The scientific novelty of the received results is, that for the first time it is grounded, that with the help of intersector partnership amplifies synergy of public sectors in realization of the socially important purposes and the opportunities of state management and self-management of the citizens are united; the mechanisms of state management in a SSP in practice of reduction of social risks are determined; the directions of development of mechanisms of state management in a SSP in sphere of high education in conditions of formation "society of knowledge" are offered. Mechanisms of state management in practice of social partnership in social - labour sphere for settlement of the collective labour conflicts, introduction of the new forms of partnership; the methods and forms of information activity of bodies of state management in a context of development of an information society and measure of state management in formation of value and normative component of social partnership are advanced. Substantiation of the purposes, tasks and functions of state management as subject of social partnership on the basis of consideration of the state as proprietor, businessman, employer, law-giver, intermediary and arbitrator in the social conflicts, ideologist in developmentof a civil society; development of the concrete recommendations on the further functioning of national model of social partnership concerning conditions of the coordination and observance of socio economic interests of the partners; revealing of the effective forms and methods of state management in a SSP of the conducting countries of Europe, USA, Japan; a substantiation of conceptual bases of state management in a SSP at regional and local levels have received the further development.
