Onegina V. The Formation of the System of the State Regulation of Prices and Incomes of Agricultural Producers

Object of research: state regulation of prices and incomes of agricultural producers under condition of market transformation and mixed economy of market type. The purpose of research: processing of theoretical and methodological, institutional, organization and practical principles of formation of system of state regulation of prices and incomes of agricultural producers with conditions of market transformation and termination of base market reforms. Methods: structural and functional analysis, factors analysis, economical and mathematic modeling, sociological questioning, statistical methods, Theoretical and practical results are directed on development of conceptual principals of agrarian policy, improvement of state regulation of prices and incomes of agricultural producers. The main results of research can be used by governmental authorities; state institutions; credit-financial and insurance organizations; agroindustrial enterprises; professional organizations of agroindustrial producers. Scientific novelty consists in complex grounding of theoretical, methodological, institutional, organization and practical principles of formation of system of state regulation of prices and incomes of agricultural producers under conditions of market transformation of economy and termination of base market reforms. Firstly revealed the structure and grounded scientific interpretation essence of system of state regulation of prices and incomes of agricultural producers; determinated that equivalent swap on commodity market expects consumer, allocative and production conditions, in recourse markets - allocation conditions of micro- and macrolevels and reproductive; full swap equivalence is reached under their unity; determinated the transformation changes in the mechanism of state regulation of prices and incomes of agricultural producers. Degree of introduction: the results of the thesis are introduced at Ministry of Agrarian Policy of Ukraine, Kharkiv regional state administration, Management department of agricultural development of Vovchansk's rayon state administration in Kharkiv oblast, in Petro Vasylenko Kharkiv national technical university of agriculture. Efficiency: recommendation and proposals will further improvement of state regulation of prices and incomes of agricultural producers, agrarian sector development.
