Research object: characteristic processes and objective conformities to the law of forming and use of financial resources of agricultural enterprises in a period market transformation of economy come forward. Research purpose: grounded system of theoretic-methodological foundations and practical recommendations in relation to the management by forming and effective use of financial resources of agricultural enterprises, adequate to new market conditions, which provides their stable functioning and economic advancement. Scientific novelty: first: it is identified and grounded function of financial resources of enterprise having a special purpose - "providing of continuity of motion of his money streams" and their high-quality signs are definite: the accumulated (it is accumulated) cost; object of right of ownership; object of influencing to the factor of time; factor of economic and social development; object of financial management; source of profit; risk source; source of redemption of financial obligations; assets with high transformation power and basic component of financial potential; it is improved: method of rating estimation of agricultural enterprises after the level of their financial potential, the constituents of which the logical sequence of its working, methodical tool of necessary analytical computations, mathematical verification of importance of influencing of different factors with the purpose of their selection for the inclusion in an author model, criteria and their boundary values, is; subsequent development was obtained: to execute the picture of economic essence of financial resources in the cut of their function andpower having a special purpose role of circulating medium.
