Lipkan V. Administrative law basis of ensuring national security of Ukraine

The author proves the necessity of formation of the general theory of national security, clears up the essence and the content of the above-mentioned category. The dissertation contains determination of theoretical problems of formation of the mentioned theory and the ways of their solution: the author defines the object, the subject, structure, aims, tasks and functions of the theory. The researcher determines methodological toolkit and gives the proof for the necessity to use the administrative law approach. From the position of administrative law the author shows the significance of threats for the system of national security, the reasons for establishing the system of national security. Besides he determines the potentialities of synergetics in organization of control of national security threats. The problems of optimization of formation and functioning of the national security system are described in the dissertation. The author defines the notion and the content of national interests in the ageof globalization, determines the problems of formation of the system of national security as well as the problem sphere of national security. The researcher outlines the typological model of threats for national security. The research work is conducted on the ways of improvement of legal provision of the system of national security management. Among the advantages of the work is determination of shortcomings of legislation on the national security and formulation of propositions on its improvement.
