Dissertation is devoted research of legal and organizational questions of becoming, development and functioning of militia as an inalienable element of the system of law enforcement authorities of the state. In particular, clarification of essence and value of law-enforcement function of the state got further development, its features are certain, that allowed to divide it from other similar on sense and by direction of state functions, and also to ground a conclusion about expedience of normative fixings of the system of law enforcement authorities of the state. The list of signs of law enforcement authorities is improved, in this connection, their system is certain, their concept is formulated, and also are specified by such categories, as a "system of law enforcement authorities" and "law-enforcement system". Description of place is continued, value and features of law-enforcement activity of modern militia, by investigation what extraction of its special features, clarifications of concept "militia", improvements of its organizational structure, and became also a revision of its role and setting in the system of law enforcement authorities of the state. First, the features of administrative-right status of militia are considered through an aggregate such its elements, as aims, tasks, functions, plenary powers and responsibility of militia, which in a complex specify on its role, as subject of law-enforcement activity.
