Skydan O. The organizational and economic mechanism of forming Ukraine's agrarian policy

Research object: the organizational and economic mechanism of forming Ukraine's agrarian policy. Research purpose: theoretical and methodological substantiation of the scientific bases of the organizational and economic mechanism of forming Ukraine's agrarian policy. Theoretical and practical results: covers the essence and importance of the agrarian policy in the development of the state and society, determines its components and indices; highlights the historical essence of agrarian transformations in various time periods, as well as the reasons and aftereffects of agrarian crises. It also determines the institutional character of the regularities in the problems, directions and ways of the market reform implementation. It substantiates the main directions, mechanisms and instruments of the agrarian policy, the regional level included. The dissertation considers the suggestions related to the optimization of the economic mechanism of the innovative activities in Ukraine's AIC. It presents the investigations into the theoretical and methodological problems of food safety and sustainable rural development as the agrarian policy key priorities. The paper deals with an alternative approach to determining the goal, principles and system of the agroecological policy regulators. Scientific novelty: consists in substantiating the necessity of applying the systems and synergetic approach to the formation of the agrarian policy. Its also identifies the key destructive factors of developing the national agrofood sphere under the conditions of global challenges and substantiates the measures aimed at localizing and neutralizing of them. The thesis also determines the content and the components of the stable development of rural territories; specifies the scientific principles of forming the system of food quality and safety assurance; substantiates the methodical principles of transition from the centralized agrarian policy to the integrated policy of development of rural territories. Further developed were also the historical essence of agrarian transformations in various time periods; theoretical and applied principles of forming up the systematic of agrarian policy; proposals for optimizing the economic mechanism of the innovative activities in the agrofood sphere. Degree of introduction: results are inculcated in activity: Committee on Agrarian Policy and Land Relations of the Verkhovna Rada of Ukraine, Secretariat of the President of Ukraine, Ministry of agricultural policy of Ukraine, Ministry of economy of Ukraine, Main Department of economy of Zhytomyr Regional State Administration, Zhytomyr National Agroecological University. Efficiency: substantive theoretical provisions and practical recommendations which are lighted up in dissertation work can be used as theoretical-methodological basis for a decision the scientific task of forming Ukraine's agrarian policy.
