Object of research: the process of formation and development of the market varieties of agricultural crops in conditions of market relations. Objective: Development of theoretical and methodological, institutional and organizational framework and practical proposals for the formation and development of the market of plant varieties at the present stage, allowing for the resource potential of the domestic and foreign selection, the current state of plant varieties, the role of the crop sector in ensuring food security of the state, deepening integration into the WTO and the EU. Methods: a historical and logical, induction and deduction; structural-functional analysis, factor analysis, statistical, economic and mathematical modeling, sociological survey, settlement and constructive. Theoretical and practical results: the results obtained by the author of the study focused on the development of the conceptual foundations of agricultural policies in the market of plant varieties, providing orientation for the creation of conditions for continued development of crop area, guaranteeing the food security of the state; paper can be of practical interest to the public authorities at various levels, state agencies authorized to implement the agrarian policy in the sphere of protection of plant variety rights, academic institutions, which are involved in selection processes, agricultural producers. Scientific novelty: the first time, justified the theoretical and methodological guidelines for the development and market development of plant varieties, defined the concept of "market varieties of plants, found that the formation of the market varieties of plants and, based on a national high-grade resources is a crucial link in the intensification of agricultural production, suggesting new trends and Modern trends of development of the domestic market of plant varieties, to develop common regulatory cost of operating the state system of protection for plant varieties, improved regulatory and legal support for intellectual property rights on plant varieties, methodological approaches to assessing the value of plant varieties, the legislative imposition of a royalty collection system, the calculation of royalty ; further developed the methodological approaches to the identification of new plant varieties, technology, pricing of seed and planting material, study and disclose the best of European experience concerning the organization of systems of protection for plant varieties and seed production, changes in the protection of plant variety rights. Degree of introduction: provision of scientific research used in developing proposals to the draft Law of Ukraine "On protection of plant variety rights", the draft regulations of CMU, in the Ministry of Agrarian Policy of Ukraine, in the learning process of the National University of bio-resources and environmental management in Ukraine.
