Complex theoretical and legal analysis of the problems of legal regulation of educational and science charges is done in the dissertation. Category essence of financial activity of agencies of local self-government with reference to new social relations in this sphere are theoretical examined and revealed. Substance of charges as financial and legal category is examined and their legal identity in the modern period is analyzed. New approaches to the financial activity as type of state management activity are proved. Law-making in the sphere of educational and science charges is analyzed. Features of law activity in the sphere of educational and science charges are examined.
