Essay

Dissertation is devoted to the creation of theoretical and methodological and scientific principles applied in Ukraine use the positive experience of European countries on the organization of the police. The functioning and modern approaches to the improvement of police personnel management sys-tems of EU countries, processing capabilities of its use in the practice of law enforcement personnel in Ukraine. The theoretical and practical model of policing as a body that performs a social role in society. Studied and the fea-tures of public control of police activities in relation to specific EU countries and is based on the study of relevant experience proposals to improve prac-tices in strategy, legal security and control over the "power" component of the executive. The particular areas of policing the EU compared them with simi-lar activities of police in Ukraine. Analyzed the historical development of organizational and legal foundations of policing to ensure the rights, freedoms and lawful interests of citizens in some foreign countries. Studied the experi-ence of using police forms of foreign countries to ensure the rights, freedoms and lawful interests of citizens in modern terms and made a characteristic of international standards governing human rights in a legal state. Produced sci-entific positions and proposals on police use of the positive experience of Ukraine with the rights, freedoms and lawful interests of citizens enshrined in the Constitution of Ukraine and other legislative acts. Recommendations on adaptation in the legal field of Ukraine international legal instruments con-cerning the militia. Generalized practice management subjects, both in Ukraine and abroad to implement the common strategy of Ukraine and the European Union in the field of Interior, to identify ways to optimize their or-ganizational structures, functions and forms of governance. Suggestions and recommendations on improving organizational and legal bases of activity of Ukraine in the direction of coherent interaction with the relevant EU institu-tions
