Lozo V. The legal basis of the European Union's environmental policy.

The dissertation consist of three parts and thirteen paragraphs. Part I "A global environmental problem and the EU and international concept of legal regulation of nature protection control" describes the anthropogenic character of a problem, declare the abandoning paradigm of "human exclusiveness" and lift on level of coevolution society and environment. Author studies international coordination of sovereign states' efforts for resolving a global environmental problem: a process of establishing of the international ecological cooperation; setting of environmental standards and legal maintenance of their observance, formation of legal ecological regimes, limens of the international environmental agreements and a consent problem, the basic institutes of coordination of ecological activity, the power and conflicts of interests. Part II "Key principles and stages of development of legal basis of environmental policy in EU Environmental programs" introduces I and II programs as reaction to environmental damage, III and IV - transfer to preventive maintenance of environmental quality and V and VI as the forecast and the prevention of a damage to the nature; improving of environmental quality like the new abilities of development; a principle subsidiarity and the concept of share responsibility; thematic strategy. Part III "The basic directions of legal regulation environmental control" devoted to: 1) Nuclear safety and radio waste; 2) The organisation of water protection control: resources of fresh water, the seas, the rivers; 3) The air pollution control; 4) Noise pollution decrease; 5) Regulation of chemicals' exploitation, prevention of industrial risk and action in case of incidents, biotechnology; 6) Preservation of biosphere (wild fauna, flora and its habitation); 7) Regulation in the field of wastes' production and clean technology.
