The dissertation is dedicated to the development of theoretical and juridical grounds, to the search of necessary ways which will permit to create resultative system of model norms activity of Ukrainian Customs and its legal regulations as well to solve the problems of their development. The theoretical generalization of the specific work of the Customs as public institution of Ukraine was investigated. The necessity to use the new methodology in juridical investigation was proved. The sources of the development of the state - juridical investigation were definited.
