Essay

The object of study: the process of dialogue interaction of power structures and the public. Objective: to ground the theoretical and methodological frameworks and develop tools to improve mechanisms of public administration by development of dialogue interaction between the subjects of public relations. Methods: the analysis and synthesis, simulation, generalization, structural-functional and system-situational approaches. The results: fundamentals of dialogue interaction between the subjects of public relations as a mechanism of democratic reforms in public administration are cleared out; features of the organizational-legal and socio-psychological mechanisms of dialogue forms of communication are analyzed, and on this basis, the conceptual model of dialogue interaction, and a new approach to the formation of social and psychological readiness for dialogue of government officials and the public are suggested, which lies in introducing innovative trans-situational forms of learning and grounding managerial decisions. Novelty: a conceptual model of mechanism of public administration by development of dialogue interaction between authorities and the public as an effective instrument of democratization of public administration in Ukraine was worked out, the basic parameters of the dialogue interaction in society (the symmetry of the positions of partners, mutual understanding, creative development of the opinions of the parties, constructive confrontation) were analyzed, which enables to compare reference interaction with real, it was revealed that by means of a public dialogue personality self-identification, uniting individual preferences with common interests and community possibilities, as well as refocusing attention on the preservation of core values and the creative development of principles of organizing human life are carried out. Application areas: public administration, regional administration, training and retraining of civil servants and local government officials.
