Filipenko T. Mechanism of State Governance of the Currency Market of Ukraine

Object of research - system of state administration in the field of currency legal relations. Purpose of research - development of methodological bases and development of theoretical positions of functioning mechanism of state administration by the currency market of country. Methods of research - dialectical, formal and logical, history, comparative, system approach. The practical value of results of research consists in that they make a basis for the practical perfection and realization of mechanisms of state administration by the currency market of Ukraine and providing economic safety of country. The scientific novelty of got results consists in that for the first time it is proved, that mechanism of state administration by the currency market this component part of the system of state administration; existence of internal and external factors of management by the currency market is grounded; it is proved, that the integration of Ukraine in the outer financial space opens not only new possibilities of development of financial sector, but also generates potential threats; it is proved, that by the typical elements of organization of state administration by the currency market are system of bodies of state administration in the field of currency operations, mechanism of the currency adjusting and control, object of state administration. Conceptual apparatus of theory of state administration by the currency market; methods of the currency adjusting in the context of phased liberalization of currency market of Ukraine; machineries of exposure and warning crimes and offences in the currency sphere are improved. Conceptual bases of currency policy of state, based on strategy of providing steady stability of national monetary item, diversifications of currency backlogs, forecast of currency interventions, perfection of not monetary instruments of money stabilization, application of currency limitations with the purpose of providing safety of national currency market; scientific positions on establishment of the optimum mode of the rate of exchange, oriented to encouragement of export and stimulation of cash inflow in Ukraine; organizational and legal bases of state administration by the currency market, foreseeing determination of the system of organs of the currency adjusting and currency control; mechanisms of application of legal responsibility, financial and special approvals for the currency offences taking into account kinds and machineries of their accomplishing got the further development.
