Object of research: processes of functioning and management by innovative development of industrial enterprises on processing of secondary resources. Purpose of research: development of management conception by innovative development of industrial enterprises on processing of secondary resources and complex of organizationally-economic mechanisms, providing their economic stability and viability. Methods of research: analysis of the systems, general theory of the systems, theory of adaptive control, imitation design, system dynamics, economical and mathematical modeling, informative systems and technologies in an economy. Results: the analysis of features of market of secondary resources is conducted in Ukraine; a concept is specified "wastes", "secondary resources"; the analysis of economical and technological factors of innovative development of enterprises is conducted on processing of secondary resources; the organizationally-structural features of enterprises are considered on processing of secondary resources; the analysis of branch aspects of organization of the complex processing of industrial wastes is conducted; conception of innovative development of enterprises is worked out on processing of secondary resources; a management mechanism is worked out by a capital of enterprises structure on processing of secondary resources; a management mechanism is offered by the competitiveness of enterprises on processing of secondary resources; the mechanism of smoothing of profitability of enterprises is worked out in the network of enterprises on processing of secondary resources; the mechanism of estimation of cost of enterprises is offered on processing of secondary resources; the model of functioning of flexible organizational structure of management is offered by an enterprise on processing of secondary resources; the adaptive mechanism of management is worked out by an apeak-computer-integrated structure in the field of processing of secondary resources; the system of support of making decision is offered on co-ordination of regional investment projects on the secondary processing of wastes; economic information and analytical control system is offered by enterprises on processing of secondary resources. Novelty: It is first worked out : conception of innovative development of enterprises on processing of secondary resources; case frame by a capital of EPSR structure; mechanism of decline of prime price of secondary raw material due to the optimal choice of place of placing of processing enterprise; mechanism of estimation of cost of EPSR. Improved: mechanism of increase of competitiveness of EPSR; mechanism of estimation of economic efficiency of project on processing of secondary resources; construction of model of organizational structure of management of EPSR on condition of providing of optimal flexibility of his control system.
