Artus M. State Policy and Financial Mechanism of Price Formation

Object of research: organizational and economic mechanism of public policy and the financial mechanism of pricing for agricultural products. Purpose: theoretical and methodological justification and issues of public policy and the financial mechanism of pricing for economic benefits in order to create a holistic approach to optimizing the regulation of prices in the agricultural sector in the context of ensuring the fullest of interests between producers, consumers and the state. Methods: the dialectical method of knowledge, analysis and synthesis, system-logical, structured and integrated approach, induction and deduction, grouping, comparisons and generalizations, analogies, ratios, indices, balance, mathematical statistics, correlation, marginal analysis, linear programming. Scientific novelty: the first time proved that the initial formation of a base value of the commodity is its cost; developed methodological approach functioning integrated system of price and its classification in the economy of Ukraine fasetno-hierarchical method, the concept of reasonable use of macro-financial factors to form a government pricing policy in agricultural sector ; developed a model of organizational-economic mechanism of regulation of prices for agricultural products on market conditions; identified factors that restrict the proper development of agro-food sector in the current situation with the explanation of adaptive management tools for their localization.
